This article examines certain problematic issues of legal protection of orphans. More than 150 legal acts of a general and special nature are devoted to the legal regulation of children's rights. Providing legal protection for this category of children is carried out in a number of areas: education, healthcare, housing, etc. The legal protection of this category of children is an ongoing urgent problem caused by a number of factors, especially their inability, due to age, to navigate such a complex and controversial issue as guarantees of their rights. Based on the principle of action (impact), we will highlight financial-security and judicial-administrative mechanisms. The implementation of constitutional guarantees of the right to life of orphans is possible only with the help of the activities of government bodies, optimal public administration, and direct management activities of officials. Performance indicators and criteria for assessing the effectiveness of the activities of federal executive authorities in implementing measures for the legal protection of orphans are proposed; proposals for introducing amendments to the Housing Code of the Russian Federation and the Law of December 21, 1996 N 159-FZ are highlighted.
