the article provides a general overview and analysis of significant regulatory issues and current trends in the construction of energy facilities in a number of countries. The author has formulated a number of generalizations and suggestions, including the following: 1) regulation of relations in the field of design, construction, modernization and maintenance of energy facilities in foreign countries is given great attention, while it develops in inextricable connection with the trends and prospects of the energy policy of the respective countries, is influenced by the political and economic conjuncture; 2) in modern states, the environmental and innovative components of the regulatory legal regulation of relations in the field of design, construction, modernization and maintenance of energy facilities are expanding; 3) taking into account Russian national interests, both the reception of some advanced legal approaches to regulating relations in the field of construction of energy facilities, developed and tested in foreign countries, and the reverse process are important – the transfer and implementation of rich Russian experience in regulation and management in this area, which will increase the authority of the Russian side as having unique competencies in construction complex and efficient energy facilities; 4) in the future, special attention should be paid to the constructive interaction of Russian energy companies with promising partners in friendly countries representing developed and emerging markets with growing demand for the construction of modern and modernization of previously built energy facilities.
