In recent years, the cluster approach has become widespread in Russian industry. However, its implementation in the conditions of the Russian economy is fraught with some problems. The article presents the essence of the cluster approach, examines the successful foreign experience of the United States, Germany and the Republic of Korea in the field of industrial cluster formation, and analyzes the possibilities of its application in modern Russian realities in order to solve problems arising from the application of the cluster approach in Russia. On the basis of the conducted research, the main directions for improving the cluster approach in Russian industry, taking into account foreign experience, were proposed: strengthening state support measures in the field of infrastructure development, tax incentives, financing research and new educational programs; more active involvement of regional authorities in planning cluster activities in accordance with changes in the external environment, creating a continuous exchange of information between government agencies and private businesses; effective alignment of the goals of the state cluster policy in order to develop the entire cluster as a whole, rather than its individual parts; creation of a specialized department within the framework of the Ministry of Industry and Trade of the Russian Federation, which will be responsible for the implementation of the cluster approach in industry from the beginning to the end of each cluster. The proposed measures will improve the effectiveness of cluster policy in Russia, the competitiveness of Russian enterprises in the global market, will contribute to sustainable economic growth.
