The purpose of this article is to consider the development of digital technologies such as artificial intelligence (AI), neural networks through the prism of regulatory practice and ethics, as well as to assess the use of innovative technologies as a factor of public administration and public life. The result of the study is the conclusion that there are a number of legal conflicts, in particular: an unresolved contradiction between the use of personal data and the right to privacy; The issue of the legal personality of technologies capable of having legally significant consequences in the case of their application remains unresolved. The article suggests some ways to resolve the presented legal conflicts and provides a recommendation to which legislators could appeal in their activities. In addition, the study pays great attention to the issue of ethics of the use of digital technologies, both by individuals and by states or multinational companies. The diverse views of philosophers and jurists on the ethical dilemmas of the use of digital technologies are presented.
