BECOMING OF ROFIMUSCHESTVO AS AN ORGANIZATIONAL INSTITUTE OF STATE PROPERTY MANAGEMENT AND ANALYSIS OF ITS ACTIVITY AT THE MODERN STAGE

This article examines the development of Rosimushchestvo as a core organizational unit responsible for the management of federal property in the Russian Federation. It explores the historical context of Rosimushchestvo's establishment, beginning in the 1990s after the collapse of the USSR and amid the active privatization efforts that laid the foundation for this management body. The article focuses on analyzing the performance of Rosimushchestvo at various stages of its development, including periods under the management of the Ministry of Economic Development and the Ministry of Finance of the Russian Federation. The article highlights the challenges faced by the agency, including issues with the proper accounting of state property, and proposes solutions within the framework of the digital development strategy until 2024. The article emphasizes the need for new approaches to public property management to increase its efficiency and bring unused property into economic circulation.
