PERMITTING POWERS IN THE FIELD OF BUSINESS ACTIVITY AS A WAY TO ENSURING PUBLIC INTERESTS

Despite methodological differences, experts, officials and legal theorists agree on the need to reduce administrative pressure on the sphere of entrepreneurial activity. However, it is also recognized that permitting procedures are necessary to ensure the public interest. The purpose of this article is to analyze the negative and positive aspects of the implementation of administrative and permitting powers by government entities. It is noted that the consequence of improper execution of administrative and permitting powers is the emergence of excessive administrative barriers to business activities. The principles of conscientious state licensing administration are formulated, on which administrative and licensing activities should be based.
