INTERNATIONAL LEGAL REGULATION AND COOPERATION IN THE FIELD OF CONSTRUCTION OF ENERGY FACILITIES: PROBLEMS AND PROSPECTS

the article discusses general issues of understanding international energy law and indicates the directions of its development in the aspect of international legal regulation of relations in the field of construction of energy facilities. It is noted that it is necessary to identify and improve the institute of energy construction as a system of interrelated norms governing relations in the field of design, construction, modernization and maintenance of energy facilities in foreign countries, and also that it is important to actively incorporate into developing norms the established domestic legal approaches based on rich experience, including regulation of relevant relations with agreements with countries, on the territory of which energy facilities are being built by Russian companies. The article also shows that international cooperation in the field of construction of generation facilities based on renewable energy sources is becoming a promising area, and therefore it is necessary to gain experience and competencies in this area. It is proposed to consider the development and adoption of a Strategy for international cooperation of the Russian Federation in the field of design, construction, modernization and operation of energy facilities in foreign countries for the period up to 2035, as a strategic planning document that can provide guidance for further lawmaking in this area.
