the subject of the study included laws and regulations that regulated the process of issuing documents identifying the subjects of the Russian Empire, starting from the times of Peter the Great (support, permit letters, residence permits, passport books, passports). Their analysis, analogy, and systematic approach made it possible to trace the evolution of personal documents of citizens, their types, categories of classes, purposes, and time periods for which they were issued. For these purposes, the Charter on passports and fugitives, the Regulations on residence permits, and the Charter on passports are analyzed. The organizational foundations and technologies for population registration are given, including through the office of addresses, address offices, address expeditions within the police. Prohibitions are outlined, including local migration of subjects of the Russian Empire, and certain types of criminal penalties for violations of the passport regime.
