OFFSET CONTRACT AS A MECHANISM OF PUBLIC-PRIVATE PARTNERSHIP

This article provides views on the essence of public-private partnership; the author notes that this partnership is a constructive interaction between private business and state institutions, expressed in different areas of social life. The article also characterizes the offset contract as an interaction between three acting parties, the essence of which is that the investor assumes the obligation to independently organize the production of products and services at its own expense and during the term of the contract, which is not more than ten years, to supply them as the sole supplier as the customer, acting as a party to the contract; the author also provides the regulation of the offset contract, which allows it to be a convenient mechanism for investors.
