In a highly competitive environment, building a knowledge-based company is an essential component of innovation. The key process in achieving this goal is personnel management, which is mediated by various legal constructs of employer power realization. High speed of information creation and processing and decision making based on it become the most important economic task for both the employer and the state in terms of economic development. The main “capital” of a knowledge-based company is a set of knowledge, skills and experience of its employees within a certain work organization. Forming the human capital of an organization, it is the employees who create, exchange, preserve and protect information, thus accumulating knowledge. Knowledge production takes place only within a certain local organization of work, as only in the case of organized joint work can the innovative result of common work be obtained, rather than a simple addition of individual human capital.
