The article examines the powers of executive authorities at the federal and regional levels in the field of law-making. The relevance of the work is related to the contradictions in their legal regulation that exist in the author's opinion. Based on the study, a conclusion is made about the subjects of lawmaking at the level of the Federation and regions. The significance of the study lies in identifying problems related to law-making powers, they include: lack of consistency and planning, the prevalence of a situational approach, exceeding the limits of federal legal regulation, the absence of a definition of "normative legal act" in Russian legislation. Based on the analysis of regional legislation, in particular the Leningrad and Sverdlovsk regions, it is concluded that it is necessary to increase the role of executive authorities in the regions in the field of law-making. Special attention is paid to monitoring issues that determine the further development of legislation and the need for its adjustment. As an example, the positive experience in this area of the Sverdlovsk region is considered. The result of the study was the introduction of proposals aimed at improving the legal regulation of this problem, including using artificial intelligence.
