The article deals with the organizational and legal mechanism of enhanced cooperation in the European Union (EU). It analyzes the legal framework and procedures that allow a group of EU member states to deepen integration in certain areas without involving all the countries of the Union in this process. The study is based on the analysis of the EU founding agreements, secondary legislation and relevant academic literature. Attention is paid to the procedure of decision-making on enhanced cooperation, institutions involved in this procedure. The aim of this study is to identify the main organizational and legal foundations and principles of enhanced cooperation. The legal institution and organizational and legal mechanism of enhanced cooperation is the most comprehensive and developed form of flexible integration for the European Union. The mechanism provides for the active participation of the EU institutions, in particular the European Commission, the European Parliament and the Council of the EU. Despite the fact that enhanced cooperation is a rather effective way to regulate the integration of EU members at different speeds, today it remains a measure of last resort, as it should not undermine the unity of the European Union.
