DISCRIMINATION AND NON-DISCRIMINATION: CONCEPT, MEANING, MODERN CHALLENGES

Discrimination and non-discrimination are the most important norms that came into Russian legislation from international treaties (agreements). In the context of modern challenges, these concepts acquire a new connotation, which provides the basis for research and analysis of the effect of these norms. It is proposed to consider the concept of discrimination as a norm that establishes a ban on establishing differences in the legal status of people, non-discrimination as an imperative norm-principle that guarantees the provision and protection of rights and freedoms.
