In the article, the authors explore public control in Soviet public administration as a tool for improving the functioning of the Soviet state apparatus. The scientific search was carried out in order to identify forms of public control that can be implemented into modern legal reality, while avoiding mistakes made in Soviet public administration. The methodological basis of the research is the principles of cognition of social phenomena in their interrelation and interdependence, as well as a dialectical approach to the study of public control in the system of Soviet public administration. As a result of the conducted research, the authors came to the conclusion that public control was carried out in almost all areas of government activity. The specific organizational forms of public control differ in diversity, so the most widespread and having the appropriate normative consolidation were conferences, general meetings of workers and employees, public councils at state institutions, public committees, trade unions, people's inspections.
