In most regions of Russia, strategic planning documents have been developed and adopted, however, changes in the external situation have raised the question of their updating and adjustment. In addition, program documents for the socio-economic development of regions are not conceptually and methodologically coordinated, and the Strategy for the socio-economic development of the Russian Federation for the period until 2030 has not been adopted. In the current and projected medium-term difficult situation, the strategic development of regions requires increased coordination and an integrated approach. The traditional concept of equalizing the level of socio-economic development must be supplemented, taking into account the tasks of import substitution and diversification, with a course towards accelerating development.
