CURRENT UNDERSTANDING, CHARACTERISTICS AND GOALS OF ENTREPRENEURIAL ACTIVITY IN THE ENERGY SECTOR

the article provides a comprehensive analysis of approaches to understanding entrepreneurial activity, including in the energy sector. The author proposes a definition of entrepreneurial activity in the energy sector. Its features are identified: economic nature related to the energy sector; independent nature; risky nature; focus on systematically obtaining profit from the use of property, sale of goods, performance of work or provision of services, or from other legally significant actions not prohibited by law; implementation of this activity after state registration in accordance with the procedure established by law and within the framework of the organizational and legal forms provided for by law; connection of the essence (content) of the activity with energy, energy resources and energy facilities of various types. The objectives of the activity under study are shown: systematically obtaining profit from actions related to energy, energy resources and energy facilities of various types (main objective); assistance in ensuring the production and circulation of energy, development of energy infrastructure and the entire economic sphere taking into account its special strategic importance for the national economy (industry publicly significant objective). A recommendation has been formulated to include in strategic planning documents a greater number of provisions specifically aimed at creating the most favorable conditions for Russian energy entrepreneurship.
