EVOLUTION OF TACTICAL PRINCIPLES OF FIRE FIGHTING: A COMPARATIVE ANALYSIS OF THE FIRE PROTECTION REGULATIONS OF 1937 AND 1940

The article presents a comparative analysis of the Fire Protection Regulations of 1937 and 1940, reflecting the evolution of tactical principles of fire fighting in the USSR. Key differences between these documents are examined, including their legal status, adaptation to historical realities, expansion of the fire service's functions, and changes in organizational structure. Special attention is given to the influence of the political situation on the content of the regulations, as well as their role in standardizing fire safety rules across the country. The study demonstrates how the evolution of the regulations reflects not only the development of fire safety practices but also broader socio-political processes in the USSR during the pre-war and wartime periods.
