The article presents a comparative analysis of the Fire Protection Regulations of 1937 and 1940, reflecting the evolution of tactical principles of fire fighting in the USSR. Key differences between these documents are examined, including their legal status, adaptation to historical realities, expansion of the fire service's functions, and changes in organizational structure.
