THE OPERATOR OF ELECTRONIC COMMERCE IN THE CONTEXT OF DIGITAL TRANSFORMATION IN THE CUSTOMS AUTHORITIES OF THE RUSSIAN FEDERATION

The rapid development of online commerce necessitates its regulation, and the creation of new market participants will help ensure regulation of this sector of the digital economy. At this stage, the key vector in the legislation is the introduction of a new institution of an e-commerce operator. The creation of this institution can help to increase the level of consumer confidence in online purchases, protect their rights and interests. Currently, the development of the institution of an e-commerce operator in Russia is at an early stage of its formation. There are a number of legal, methodological and technological problems that can become a serious obstacle to the development of this institution. Based on the results of the study, proposals are made to solve the problems associated with the formation of the institution of an e-commerce operator in the context of digital transformation in customs authorities.
