The author's model of the basis of the architecture of human capital manifested in the conditions of the second demographic transition is proposed. Such methods of scientific knowledge as description, analysis, formalization, synthesis and modeling are used. The basis of the structure of human capital is specified, the nature of the relationship of elements is described. The concept of human capital is considered as a phenomenon determined by the qualitative characteristics of socio-economic institutions and is represented by a set of innate and acquired elements formed under the influence of the cultural environment, socio-historical context, and conditions of the second demographic transition. This approach allows us to look at the concept of human capital not only from the standpoint of numerous interpretations that reveal its content in isolation, but also to focus on the components manifested by external conditions that acquire special value in the current reality. The demographic changes that the world is facing today, consisting in the change in the age structure of the population of society, are one of a number of key factors that complement the idea of human capital, aging and active longevity, employment, labor productivity and labor resources, training and reskilling, social policy and the role of the state in the life of a modern person. The proposed approach to the basis of the architecture of human capital, its structure-forming elements can be used to conduct further theoretical and empirical research, with the aim of increasing the effectiveness of the personnel strategy at the level of the organization, the development and adjustment of state policy.
