HISTORICAL AND LEGAL ANALYSIS OF THE EMERGENCE, FORMATION AND DEVELOPMENT OF THE INSTITUTE OF REPRESENTATION OF MODERN RUSSIA

The article provides a brief historical and legal analysis of the emergence and formation of the institution of representation in the context of the development of parliamentarism in modern Russia. The issue of revealing the meaning and essence of the concept of the «Federal Assembly», which unites two constituent chambers into a single representative legislative body of a state power, is considered. The procedure for the chambers of the Federal Assembly of the Russian Federation is briefly considered. The issue of granting the head of state the authority to appoint senators with a lifetime quota is analyzed. A brief conclusion of the importance of the Federal Assembly as a permanent institution of representation in the system of state power of the Russian Federation is given.
