The article, noting the intensity of the development of information technologies, examines the prerequisites, causes and regularity of the predestining emergence of a new administrative and legal norm providing for liability for such an offense as the manifestation of petty hooliganism in telecommunications networks, including on the Internet. The author, emphasizing the unconditional social danger of destructive behavior on the Internet, analyzes this innovation in administrative legislation. The conclusion is made about the wide variety and incommensurability of the range of subjects whose interests and rights are protected by the norm.
