TEENAGE DEVIANT BEHAVIOUR AS A THREAT TO PUBLIC SAFETY

An analysis of the practice of law enforcement agencies has shown that the number of especially serious crimes committed by Russian teenagers has been constantly growing over the past five years. The Ministry of Internal Affairs of Russia recorded an almost 80-fold increase in the number of crimes in the field of information and telecommunication technologies among minors in four years, and this negative trend continues in the current 2025. Analyzing issues related to public safety and the deviant behavior of minors, the author draws attention to the fact that in the fundamental documents in this area, security is not limited and not limited to the protection function, but is closely related to the development of the individual. Legal regulation is aimed not only at preventing threats, but also at implementing a set of measures to implement the constitutional rights and freedoms of man and citizen, while educating the younger generation acquires strategic importance and becomes the guarantor of national security.
