THE INFLUENCE OF GLOBALIZATION ON THE INTEGRATION OF LEGAL NORMS AND THE CHALLENGES OF NATIONAL LEGISLATION

This article examines the influence of globalization on the integration of legal norms and the emerging challenges for national legislation. The introduction is dedicated to the relevance of studying the role of globalization processes in the transformation of legal systems, as the development of international cooperation and integration processes requires the adaptation of the internal legal mechanisms of each country. The research methodology is based on a comparative analysis of legislative acts from various countries and an analysis of international legal standards. To achieve the research objectives, methods of normative-legal analysis, comparison, and a systematic approach were used, which helped identify the trends in the convergence of legal norms as well as to determine the emerging problems in adapting national legislations to international standards. The results of the study demonstrate that globalization processes have a significant impact on changes in legal systems. The integration of legal norms contributes to increased efficiency in international cooperation and the harmonization of legislation; however, at the same time, it requires substantial reforms of national legal systems. The article notes that the signs of decentralization and fragmentation in national legislation are intensified under the influence of external normative impulses. Examples of the successful implementation of international norms into national legislation are analyzed, as well as cases of conflicts of interest between national and international legal systems, which take the form of structural contradictions. The discussion of the results indicates the need for a deeper study of the principles of subsidiarity, the adaptation of judicial practice, and the improvement of law enforcement mechanisms. The authors emphasize the importance of a comprehensive approach in developing national legal strategies that take into account the influence of global processes and international integration. The presented conclusions may serve as a basis for further research in the field of comparative law and for developing practical recommendations for modernizing legislation in the context of globalization. The work has both theoretical and practical significance, contributing to the revitalization of the scientific dialogue on the issues of harmonizing legal systems. Thus, this study underlines the necessity of balancing global initiatives and the preservation of national legal identity. The results show that the successful implementation of international standards is possible only if there is an adaptation of law enforcement practices and consideration of the specifics of national legislation. The conclusions of the study contribute to the formation of new directions in the reform of legal systems in an era of increasing global integration. The authors recommend further interdisciplinary research for an in-depth analysis of the interaction between international and national law, which will allow for the creation of effective regulatory mechanisms.
