LEGAL REGULATION OF LOW-COST CARRIERS: CHALLENGES AND PROBLEMS

The article discusses the peculiarities of legal regulation of low-cost carriers in Russia, including the analysis of economic and legal barriers to their development. Special attention is paid to the legislative changes of 2014-2017, which allowed the launch and scaling of low-cost air carriers such as Pobeda. The issues of tariff policy, regulation of baggage and hand luggage, airport charges, as well as the complexities of access to international routes are analyzed. A comparative legal review of regulation in the EU countries where the low-cost model is widespread is conducted. Key challenges and directions for further improvement of regulation in Russian conditions are identified.
