The author addresses the relationship between the principle of the inadmissibility of intervention in the domestic affairs of states as one of the principles of international law and the category of public order based on the analysis of a number of Resolutions of the Constitutional Court of the Russian Federation issued regarding the enforcement of the European Court of Human Rights’ judgements in Russia. As a result of the analysis, the author concludes that the principle of the inadmissibility of intervention in the domestic affairs of states is closely connected to the public order via the category of peremptory norms of international law (jus cogens norms). This conclusion, which follows from the considered Resolutions of the Constitutional Court of the Russian Federation, is confirmed in the doctrine and publications of the UN International Law Commission.
