The article explores the essential and substantive aspect of control as a state function based on the philosophical foundation of legal theory. The article consistently argues that the essential and substantive aspect of control as a state function consists of essence, content, and function. In conclusion, the authors conclude that the relevance of the essential and substantive aspect of control as a state function corresponds to the dynamically developing scientific world, the specific state, and, consequently, the way of thinking about it. It is the categorical structure – essence, content, and function – that acts as both a prerequisite and a condition for cognition, allowing a priori characteristics or aspects to become a posteriori, defining the scope and direction of vision for the social form of existence.
