The rapid development of generative artificial intelligence technologies, while creating enormous value, simultaneously increases the digital inequality, which causes a wide public resonance. In the context of the rapid expansion of the gap in the use of artificial intelligence (GvAI) and the lag of existing theoretical research, there is a need for a systematic understanding of this challenge of the era. This paper, based on the interdisciplinary perspective of technical philosophy and sociology, systematically examines the origin of the digital divide and its paradigmatic development, analyzes the mechanisms of the formation of the DvII, and identifies three structural characteristics of the DvII that distinguish it from the traditional digital divide. These studies provide an analytical framework for the dynamic evolution of the theory of digital inequality and contribute to the formation of a new paradigm for explaining the imbalance in technological social systems.

Keywords:digital divide, artificial intelligence gap, paradigmatic research.
