The article shows the role and importance of scientifically based human capital management in the development of university ecosystems in the People's Republic of China. The main problems of human capital management, typical for modern Chinese universities, are systematized. The author clarified the content of the economic concept “human capital management model in the university ecosystem”, which is a set of interrelated long-term goals, objectives for the development and improvement of human resources, knowledge, skills and competencies of students and postgraduates, aimed at ensuring long-term sustainable growth of innovation activity, competitiveness and efficiency of the university complex, including achieved through intensification of cooperation and relations within the university ecosystem. The author has developed a comprehensive human capital management model in the ecosystem of universities in the Central and Western regions of China. Its main features are the formation of a comprehensive, multi-level employee motivation system, the introduction of mentoring mechanisms focused primarily on the transfer of knowledge and teaching skills between experienced employees and young professionals, an active and diverse partnership on improving human capital with external university counterparties (both part of the university ecosystem and located outside beyond it), the intensive influence of students and postgraduates on the modernization of the university's management strategy and tactics, the integrated digitalization of the personnel management system of university complexes in China.
