The dynamically changing socioeconomic environment, coupled with widespread digitalization and the development of artificial intelligence systems, poses a challenge to traditional higher education systems. The need to develop higher education models that provide graduates with a broad range of unique competencies, dynamically evolving skills, and the ability to self-develop makes this research topic relevant. The purpose of this study is to analyze existing approaches to building a promising higher education model and to develop a conceptual framework for integrating dynamic competency profiles and artificial intelligence technologies into this model with a planning horizon of 2030. This article presents the concept of University 4.0, which is used to propose a conceptual framework for higher education based on dynamic competency profiles and artificial intelligence systems. The proposed features for constructing a promising model of higher education, based on the use of stakeholder theory methodology and an ecosystem approach, a three-tiered learning process, a mechanism for the self-development of artificial intelligence technologies and the potential of unique specialists in the educational process, and the use of the characteristics of the life cycle of artificial intelligence technologies, create the preconditions for the successful implementation of pilot models of this system by 2030.
