THE IMPACT OF THE LACK OF LEGISLATIVE REQUIREMENTS FOR THE SEPARATE COLLECTION OF MUNICIPAL SOLID WASTE (MSW) ON THE DEVELOPMENT OF THE INSTITUTE OF EXTENDED PRODUCER RESPONSIBILITY

The basic condition for the sustainable formation of a model of extended producer responsibility in Russia is the saturation of the secondary material resources market with waste from the use of goods suitable for recycling in volumes that allow manufacturers (importers) to freely fulfill their obligations through independent waste disposal. Currently, the lack of regulation and legal practice concerning public relations in the field of municipal solid waste storage in places of temporary stockpiling in residential buildings contributes to the shortage of secondary material resources. To resolve this issue, measures of administrative management and legal regulation are introduced in terms of setting requirements for the separate accumulation of consumer waste. The mentioned means would increase the amounts of waste eligible for recycling, which in turn would invest into increased volumes of secondary raw materials as well as create specific conditions for producers (importers) to secure self-disposal.
