The relevance of the study is due to the critical vulnerability of the small business sector in the face of modern economic turbulence. The article discusses the specific characteristics of risk management in small enterprises operating under severe resource constraints. The purpose of the work is to identify the problems of risk management in small businesses and to develop an adapted management algorithm that takes into account the low budget and limited staffing of such business entities. In the course of the research, modern approaches to risk classification are analyzed, and the need for priority concentration of efforts on managing the risks of the internal environment as the most predictable and controlled is substantiated. Special attention is paid to applied aspects: the author's step-by-step algorithm «Adaptive risk management cycle of a small enterprise» is proposed, which integrates simplified methods of identification, qualitative assessment and threat response. The scientific novelty of the study lies in the substantiation of the «magnitude of consequences» criterion as the dominant one in the ranking of risks for small businesses, as well as in the development of a practice-oriented model combining strategies for minimizing, transferring and accepting risks with the mandatory creation of a financial buffer of liquidity. It is concluded that the introduction of a systematic but not bureaucratic approach to risk management is a prerequisite for ensuring the sustainability and economic security of small enterprises.
