Scientific and technological progress, which began after the collapse of primitive society, has led not only to the emergence of tools and complex mechanisms in various fields of production, but also put humanity before the problem of survival due to the inability to exercise full control over their use. This situation was especially noticeable in the late XIX-early XX centuries, in connection with the numerous wars for the redistribution of the world space and, as a result, the growing volumes of production in certain industries of strategic importance. The most illustrative examples of recent decades have been the catastrophes at the Mayak plant and the Chernobyl nuclear power plant, which affected not only the territories of several republics of the former Soviet Union, but also the adjacent areas of neighboring countries.
