Some models of information management by sociotechnical (social) systems

The article substantiates the relevance of the development of information management strategy in the context of information warfare conducted by complex sociotechnical systems, such as the modern state. The general scheme of strategic information management is presented. It is determined that an effective means of decision support and prediction of their consequences is the use of scenario approach and the apparatus of sign graphs as an adequate means of its implementation. An approach is proposed in which the information formalization of the target group (factors associated with collective consciousness) is used as an object of management. The security property of a complex social engineering system is determined through the ability to counter the threats of destabilization or reprogramming of the system. As a means of counteraction the algorithm of strengthening of argument is offered.
