On the issue of staffing shortage of territorial divisions of the ministry of internal affairs of Russia

The article examines objective and subjective factors that determine the staffing shortage of territorial divisions of the Ministry of Internal Affairs of Russia. The issues of solving this problem in the field of management relations are considered. To do this, it is proposed to abandon the assessment of the activities of territorial divisions according to the final indicators and proceed to calculations of the effectiveness of their activities for the reporting period. To implement this approach, a special model and terminology of its application are proposed.
