Purpose of the research: Formation of a holistic construct "purpose-oriented system" and its interpretation in subject areas by methods of conceptual analysis, demonstration of the possibility of a holistic design of organizational management systems in various fields and scales.
Methods. The description of the management system in the work of S. Optner was taken as the basis. During modeling, the “process” construct was used, which allows taking into account the total input and total output of management functions. The obtained elements are interpreted on two control objects — the processes of socio-economic systems.
Result. A process description of the model of a purpose-oriented system is obtained. The control object is abstract in nature; it can be represented as a technical or socio-economic system. The model contains twenty-one elements, divided into two main blocks, which make it possible to present the designed system of organizational management in the form of a process description and obtain a complete range of management functions. Six main management processes are identified: obtaining a sample of the output of the control object, comparing the output sample and the model of the desired output, assessing the criticality of differences, forming a set of alternatives for solving the problem, choosing a method for solving the problem, forming and application of a control action. The model of a purpose-oriented system is interpreted on the example of two processes of socio-economic systems: the field development process and enterprise processes in terms of the age composition of the personnel.
