ICT market regulators as a social and economic aspect of informatization and digitalization of society

Currently there is a sufficient number of scientific work and other publications, which describes the regulators of the ICT market of the Russian Federation; Insufficiently scientific and methodological materials in terms of experience and examples of the development of state and public legislative initiatives aimed at the management and control of the domestic market ICT. Russian legislation also does not respond to the classification of all significant ICT market regulation entities. In this regard, analytical materials and research works, revealing the composition and essence of ICT market regulators acquire particular relevance. The work of the ICT market regulator is given, the issues of classification of ICT market regulators are considered. Arguments are given to include in the regulators of the ICT market of statistical institutes, international organizations on standardization, international economic organizations and unions, analytical agencies and centers, rating agencies, media, companies in the field of IT consulting and IT outsourcing, educational institutions. It was concluded that there is no legislative consolidation of the term «ICT market regulator» and the need for its legislative consolidation.
