Problems and prospects of import substitution of software in the Russian Federation

The paper discusses the concept of free software, its characteristics, features, as well as advantages and disadvantages. In chronological order, the instructions and orders of government agencies that set the requirements for the implementation of measures aimed at implementing the policy of import substitution of software in the Russian Federation, as well as their results, are given in this work. Based on this research, suggestions are made about the reasons for the established interest of end users in the use of free software for daily needs. In completion, a conclusion is made about the prospects for the introduction of free software instead of the currently available and used proprietary software.
