PROBLEMS AND PROSPECTIVE SOLUTIONS FOR SOFTWARE IMPORT SUBSTITUTION IN UNMANNED AERIAL SYSTEMS

This article provides a comprehensive analysis of the principal challenges associated with achieving software import substitution in unmanned aerial systems (UAS) deployed in both defense and civilian domains. Particular attention is given to the systemic dependence on foreign technologies, the shortage of highly qualified engineering personnel, the absence of unified domestic software platforms, as well as the regulatory and methodological complexities associated with the certification of national solutions. The study outlines a set of strategic directions aimed at overcoming these constraints, including the development of specialized domestic operating systems and software libraries, the establishment of an integrated software development ecosystem, the enhancement of human capital, and the creation of dedicated testing and certification centers. The findings emphasize that the attainment of technological sovereignty in the field of UAS software necessitates a coordinated, multi-level approach involving governmental institutions, research organizations, and industrial stakeholders.
