ASSESSING THE DIGITAL MATURITY OF HEIs

The article analyzes the regulatory and methodological framework for assessing the digital maturity of higher education institutions (HEIs) in the Russian Federation, taking into account statutory and regulatory requirements. It shows that, although “achieving digital maturity” has been fixed as a target of digital transformation in strategic public documents, the educational sector lacks a systematic assessment methodology. The paper advances the premise that without a reference architectural model for universities, it is impossible to build an objective, comparable, and reproducible assessment system. The study draws on an analysis of legal acts and scholarly publications over the last five years (2020–2025), and on a comparison with international approaches to measuring digital maturity (DM).
