MAXIMIZING THE QUALITY OF THE SUPPLIED TECHNOLOGICAL VALUE WITH THE LIMITED POTENTIAL OF THE ORGANIZATIONAL SYSTEM

Industrial enterprises in the high-tech sector are characterized by the task of creating a complex technological value for the customer under strict constraints characterized by a fixed internal potential, set deadlines and an acceptable level of risk. Existing management approaches either focus on maximizing internal economic efficiency or require complex adaptation without offering tools to quantify the achievable quality level. In this regard, the goal was set to develop principles and tools for determining the optimal (maximum achievable) level of quality of the supplied technological value, based on the current capabilities of the organizational system, time frame and acceptable risk. The author's probabilistic model is proposed, which establishes a relationship between the probability of project success and the parameters of quality requirements, potential and activity of the system. Based on the model, the existence of an area of fundamentally impossible requirements with given resources is proved. Three management patterns have been identified: 1) stricter quality requirements lead to a decrease in the probability of successful completion of the project on time; 2) for any system with a fixed potential, there is a threshold of requirements, exceeding which makes the project unrealizable even with a significant increase in time; 3) raising the quality bar shifts the most likely duration of the project upward. The proposed approach allows for an objective assessment and coordination of realistic quality parameters with the customer at the planning stage, minimizing the risks of project failure.
