REFERENCE ENTERPRISE ARCHITECTURE MODEL FOR HIGHER EDUCATION INSITUTIONS

The paper addresses the absence of a reference enterprise architecture model for higher education institutions in the Russian Federation under conditions of active digital transformation. The study substantiates the need to shift from fragmented digital initiatives to architecture-based governance of universities as holistic systems. The research aims to develop a universal enterprise architecture model for HEIs based on a comparative analysis and conceptual synthesis of international reference architectures for higher education. It is demonstrated that Higher Education Reference Model (HERM) has evolved into a de facto international reference due to its maturity and reproducibility, which justified its adaptation as the methodological basis for the universal enterprise architecture model in the Russian context. A five-domain architecture is proposed, including artificial intelligence architecture as a standalone domain.
