METHODOLOGY AND TOOLS FOR UNIVERSITY ENTERPRISE ARCHITECTURE MANAGEMENT

The article examines the challenges of digital transformation of higher education institutions (HEIs) through the lens of an architectural approach. The purpose of the study is to substantiate the methodological and instrumental configuration of enterprise architecture management in a university as a systemic mechanism for planning and supporting digital change. The theoretical and practical aspects of applying architectural framework models and design tools in the academic environment are analyzed. A comparative analysis of widely used architectural approaches is conducted, demonstrating the methodological limitations of their direct comparison due to differences in their class and intended purpose. The choice of TOGAF as a de facto cross-industry standard for enterprise architecture management is substantiated, as well as the selection of ArchiMate as an architecture description language. Enterprise architecture management (EAM) tools, including both domestic and foreign solutions, are examined. It is shown that under import substitution conditions, Western tools have limited practical applicability in Russian higher education institutions; however, they may serve as a source of functional requirements for the development of domestic solutions. An important outcome of the study is the substantiation of the need to develop a universal reference model of enterprise architecture for higher education institutions in the Russian Federation, providing a foundation for the use of architectural data regardless of the selected tools, as well as practical, practice-oriented recommendations for building an architectural practice in universities.
