Modeling the future of the housing development' system

The situation in the housing market indicates the domination of supply factors. The customers themselves contribute to this. The accommodation for them is an asset, and they are set to its capitalization. The state programs of mortgage's promotion contribute to the growth of the demand for credits. It provides the basic support for growth of housing prices. How to deal with rising prices and to provide the best housing availabillity? In this work, which is based on a systematic methodology, it proposed a new economic mechanism, "tripping" the investment quality of accommodation. It is inspired by the naturalization of savings with the usage of special savings and housing certificates according to the state program of support. The accumulation is divided by savings, which are transfered over 10-15 years into a legal claim on customized housing. The application of this mechanism in modern Russian conditions can increase the availabillity of housing by 25-50% due to reducing rates. Price can match the level of the fair price and the state can provide the full control of it out of touch with the financial market.
