The development of the domestic criminal legislation about responsibility for illegal receipt of information constituting a state secret in the XVII-XX centuries

Domestic legislation, criminal legal science and practice until 2012 is not operated by the special term "illegal receipt of information constituting a state secret", including its meaning and composition in the concept of "spying" involving solely the military sphere, usually during active hostilities. The development of the criminal legislation of the Russian Empire about responsibility for illegal receipt of information constituting a state secret, it's been a gradual, evolutionary improvement, formalization, wider use due to the inclusion in the subject of abuse of economic and other classified information, the accumulation of judicial practice. At the same time, in the early twentieth century a complete system of criminal law protection of state secrets was not created, there was no formalized cooperation between state institutions in this sphere. The experience of the Russian criminal law, in particular, gained in the first world war was, then, used under the Soviet regime.
