International scientific and technical co-operation of Russian institutions of higher education in the late 20th century under conditions of economic system transformation

The article raises the questions about the reasons of poor integration of Russian universities into international educational environment. To answer these questions, the author analyzes international scientific and technical cooperation of USSR universities, which had been taken place before the collapse of socialist bloc, and also the results of modernization of the 90s of the 20th century. In the current article the author comes to understanding of the fact that it is impossible to instigate a new round of collaboration in scientific and technical areas between Russia and international community without taking into consideration previous achievements, failures, difficulties and detailed analysis of experience in ISTC.
