About of the municipal governance methodology

The author points out the lack of uniformity of opinion of scientists and specialists on maintenance governance methodology and, in particular, the methodology of the municipal governance. He considers that the methodology of governance is joining of four sequential steps: defining the logic of decision-making, the goals of governance, substantiation of the scorecard and develop recommendations on how to determine their value
