The article analyzes the main international legal documents, included in the history of the formation of institutions of human rights - the universal Declaration of human rights, the Covenant on civil and political rights and the Covenant on economic, social and cultural rights. The importance of the Convention for the protection of human rights and fundamental freedoms, acting within the framework of the Council of Europe, its significance for the development of the legislation of Russia, which ratified the European Convention in 1998.
