The article describes the problems of socio-economic development of Russia. Particular attention is paid to the need to reform the economic strategy to address social inequality. We propose an innovative mechanism for the formation and implementation of an effective investment policy in the regions. Intensification of investment policy at both the federal and regional levels is essential to ensure the socio-economic growth.
