The place and role of notaries in the system of law enforcement bodies of the Russian Federation

This paper is devoted to studying the place and role of notary in civil and legal system of Russia. Most scholars include notary in law enforcement agencies, but one must keep in mind that the concept of "law enforcement" is rather inhomogeneous and is not defined by the current legislation. The article advocates the position that the notary can be attributed to law enforcement system, if you stand on the scientific attitude of a "broad" understanding of law enforcement activities involving understanding of almost any activity with the goal as "abstract law enforcement" and the specific efforts providing primarily all the rights, freedom and legitimate interests of citizens. The concept of notary is very ambiguous. But it seems to me appropriate to define it as follows: - a system of notary entities exercising on behalf of the State, the law-jurisdictional functions in conjunction with the provision of legal assistance to private citizens and organizations.
