Problems of formation and implementation in industrial policy

It has been 35 years since China started its economic overhaul. A new efficient innovative system built by China is one of the most impressive outcomes. The new national strategy consists in transforming China and Russia into an innovative country. The article looks into Russia and China’s attempts to change over from the economy based on borrowing and copying to the production of high technology ideas and products, including implementations relying on more efficient interaction between the state and the private sector.
